Lead Construction Development Laboratory (CDL). It is the ambition of Lafarge to speed-up Innovation through partnerships around construction systems, especially in emerging countries which are key stakes for Lafarge. Construction Research Institute of Malaysia (CREAM) is a subsidiary of the Construction Industry Development Board (CIDB) & Ministry of Works Malaysia was established to carry out Research and Development activities under Company Limited by Guarantee status. The main function of CREAM is to meet one of CIDB’s main function as stipulated under Strategic Thrust 5, Construction Industry Master Plan 2006 to 2015 (CIMP). Ir. Dr. Kamarul Anuar Mohamad Kamar was a manager and principal researcher of CREAM and responsible in formulating, organising, executing, managing and controlling of Research and Development, commercialisation, consultancy and technology transfer activities to support the institute in accomplishing targeted objectives. The Senai-Desaru Expressway (SDE) is a new expressway being built in the Johor region of Malaysia. The 77 km expressway is being constructed at an estimated cost of RM 1.46 billon and is intended to link Senai in the west coast of Johor to the industrial town of Pasir Gudang in the south and the coastal resort of Desaru in the east of Johor. Ir. Dr. Kamarul Anuar Mohamad Kamar was the Project Engineer for Ranhill Engineers and Constructors Sdn. Bhd. (RECSB). The consultant of the project was Ranhill Bersekutu Sdn. Bhd. and the client was Senai Desaru Expressway Berhad under 30 years of privitisation from Malaysian Highway Authority (MHA). His major roles in the organisation were:
- Responsible for planning, site supervision and overall project management activities of the construction of 10 Km highway main line from CH 1000 to CH 20,000 under Package 1
- Address technical matters, particularly on culvert design and ground treatment method and ensuring
- Occupational Safety and Health and environment policy implemented at site.
- Responsible for submitting reports pertaining to construction matters to Project Manager
- Managing full spectrum of construction testing procedure including compacting test and cube test according to MS 522: 2005 and BS EN 12390: 2002 to ensure quality of work
- Responsible for quality control management and implementing ISO 9001:2000 standard for management of project and documentation
- Liaison with local authorities including Majlis Perbandaran Johor Bahru Tengah, Syarikat Air Johor (SAJ), Tenaga Nasional Berhad (TNB) and Telekom Malaysia (TM), if the construction works had involved the scope of concern of those bodies at any time

PUNCAK NIAGA BERHAD
POSITION : MANAGEMENT TRAINEE

KEY ACCOUNTABILITY
Puncak Niaga Sdn. Bhd. is involves in the operation, maintenance, management, construction, rehabilitation and refurbishment of water treatment facilities, the supply and distribution of treated water within the State of Selangor and the Federal Territories of Kuala Lumpur and Putrajaya, as well as undertaking works related to the oil and gas industry and other materials and the provision of offshore and onshore engineering works. Upon the graduation from University of Malaya, Ir. Dr. Kamarul Anuar Mohamad Kamar was appointed as Management Trainee at Puncak Niaga Sdn. Bhd. He was posted at the Project Management and Business Development Division under the supervision of Ir. Beh Meng Huat. Being a Trainee, he was involved in assisting the Senior Manager and executives to prepare a feasibility study report in term of financial implication analysis, preparing Bill of Quantities (BQ), developing a list of panel suppliers and writing up Site Investigation (S.I) reports for the potential Privatisation of Pahang-Selangor Water Transfer Project. The study involved a technical evaluation task; factory visits, site visits, actual site mapping, surveying task, attending technical presentations and preparing reports. He was also participated in the supplier’s evaluation meetings which involved in the process of selection of most competitive suppliers to the projects. He also involved in the tender evaluation for pipe replacement’s suppliers for project under SYABAS (Syarikat Bekalan Air Selangor). On design side, he had prepared a method statement for cathodic mitigation testing for Chennai Water Transfer Project. He was sent once to the company’s site office in Chennai, India for two weeks to study and worked under the Project Engineer and involved in office duties. As part of the training program, he was sent on several occasions to Bukit Badong Water Treatment Plant in Kuala Selangor to study the operation of water treatment plant.

OBJEKTIF KAJIAN:

1.  MENGUKUR TAHAP PENGGUNAAN IBS DI DALAM KERJA-KERJA PEMBINAAN BANGUNAN;
2. MENGENALPASTI PERSEPSI, HALANGAN YANG WUJUD DAN LANGKAH-LANGKAH YANG PERLU DIAMBIL DI DALAM PERLAKSANAAN IBS;
3. MEMBANGUNKAN CADANGAN PENAMBAHBAIKAN DAN MEMBANGUNKAN MODEL PERNIAGAAN YANG BOLEH DIJADIKAN KONSEP UNTUK PROJEK IBS DI SEKTOR SWASTA.

RINGKASAN EKSEKUTIF

1. Laporan ini memaparkan hasil ”Kajian Baseline Terhadap Tahap Penggunaan IBS di dalam Projek Swasta di Kawasan Lembah Klang”.

2Lembah Klang ditakrifkan sebagai wilayah seluas 4,000 kilometer persegi meliputi Wilayah Persekutuan Kuala Lumpur, Petaling Jaya, Klang dan Hulu Klang. Analisa kajian dijalankan kepada 400 sampel projek pembinaan bangunan pemilikan swasta yang sedang berjalan di Lembah Klang dalam tahun 2012.

3. Secara keseluruhan, 46 % projek pembinaan bangunan pemaju swasta di Lembah Klang pada tahun 2012 menggunakan IBS sebagai kaedah pembinaan. Selebihnya iaitu 54% projek pembinaan masih lagi menggunakan kaedah konvensional.

4. Tahap penggunaan IBS dalam projek swasta adalah perumahan (30%), perindustrian dan komersil (9%) dan institusi (7%). 

5. Purata skor IBS dalam projek swasta adalah perumahan (55), perindustrian dan komersil (58) dan institusi (55).

6. Sistem IBS yang sering digunakan di dalam projek swasta adalah sistem konkrit panel pra-tuang dan sistem blok diikuti dengan sistem lain seperti sistem acuan dan sistem kerangka keluli.

7. Sebab utama IBS digunakan dalam projek swasta adalah:

a) Tempoh masa pembinaan yang pantas 
b) Kualiti pembinaan yang bermutu tinggi

8. Kajian mendapati penggunaan IBS oleh sektor swasta bergantung kepada faktor berikut: 

a) Peranan dari pihak berkuasa tempatan dengan mewajibkan penggunaan IBS melalui proses kelulusan plan bangunan
b) Inisiatif pihak pemaju swasta sendiri dengan mensyaratkan penggunaan IBS untuk projek mereka

9. Kebanyakan responden yang terdiri daripada kalangan kontraktor dan pemaju bersetuju bahawa masalah kos yang tinggi iaitu peningkatan kos sebanyak 12-13% menghalang mereka untuk melaksanakan projek IBS berbanding dengan kaedah konvensional. 

10. Bekalan tenaga buruh bukanlah faktor utama untuk menggunakan IBS dari pihak kontraktor atau pembekal dalam projek swasta

11. Bagi kes projek perumahan swasta, sesetengah pemaju memiliki kemampuan untuk mengeluarkan dan memasang komponen IBS dengan sendiri (one-stop-centre). One stop centre’ bermaksud bahawa syarikat tersebut bertindak sebagai pemaju, pengilang dan juga kontraktor IBS. Ini bertujuan untuk mengelak serta mengawal monopoli oleh pengeluar besar yang lain

12. Isu dan kekangan yang dihadapi oleh projek-projek swasta untuk menggunakan IBS adalah seperti berikut:

a.    Penggunaan kaedah pemantauan dan pembayaran secara konvensional kepada pembekal
b.    Kos keseluruhan menggunakan IBS yang lebih tinggi berbanding kaedah konvensional disebabkan perkara berikut:
i.      Jumlah pembekal yang kurang menyebabkan permintaan melebihi penawaran
ii.      Pembelian acuan yang mahal
iii.    Kos pengangkutan
iv.    Pembuatan komponen IBS memerlukan peralatan berteknologi tinggi dan mahal
c.    Proses rekabentuk yang masih menggunakan kaedah konvensional
d.    Tiada keseragaman dalam reka bentuk
e.    Persepsi pembeli yang menyatakan projek IBS sukar diubah suai

13. Tiada polisi yang dikuatkuasakan untuk pihak swasta dalam menggalakkan pelaksanaan projek IBS berbanding dengan pihak kerajaan. Projek kerajaan telah diarahkan untuk menggunakan IBS melalui Suat Pekeliling Perbendaharaan (SPP7:2008).
14. Cadangan untuk meningkatkan penggunaan IBS dalam projek swasta adalah:

a.    Mengadakan program promosi (awareness program) dengan pihak berkuasa tempatan secara berterusan
b.    Mengadakan program promosi (awareness program) kepada pemaju swasta secara berterusan
c.    Memperkasa eco-sistem pelaksanaan IBS dengan memperkenalkan kembali sistem terbuka. Ini dapat menggalakkan pertambahan bilangan penyertaan daripada pengeluar dan pembekal di pasaran
d.    Membangunkan model perniagaan ataupun mode perlaksanaan IBS khusus untuk projek swasta dengan memperkenalkan konsep seperti joint venture, partnering,consortium dan ‘one stop centre.’ 
e.    Memperbanyakkan promosi melalui media massa (televisyen, radio, akhbar dan internet) untuk mengubah persepsi pengguna bangunan IBS.
f.     Memperkenalkan kontrak dan procurement  melalui ’two stage tendering’. ’Two stage tendering’ iaitu kontrak kepada kontraktor dan kontrak kepada pembekal dijalankan secara berasingan.

RINGKASAN EKSEKUTIF

  1. Laporan ini memaparkan hasil Kajian Penggunaan Jentera Dan Mesin Di Kalangan Kontraktor G7 Dalam Projek Pembinaan

  1. Tahap penggunaan mesin diklasifikasikan seperti berikut:

                                          i.    Tahap 1: Penggunaan mesin dan peralatan pembinaan yang mudah dan tradisional dalam membantu aktiviti pembinaan yang dijalankan oleh buruh dan untuk memperbaiki proses pembinaan.
                                        ii.    Tahap 2: Peningkatan melalui lampiran sensor dan alat bantu pelayaran kerana ia dapat memberi maklum balas yang lebih baik daripada operator mesin. Prestasi peralatan pembinaan tradisional yang lebih kepada kaedah kawalan manual sepenuhnya dan boleh dipertingkatkan. Laser kawalan, Radio Frequency Identification (RFID) dan ultrasound biasanya digunakan.

                                       iii.    Tahap 3: Mesin dan robot yang berteknologi canggih yang dikendalikan oleh operator.

                                       iv.    Tahap 4: Kategori ini adalah gabungan atau hibrid bagi kategori 2 dan kategori 3. Jenis hibrid mekanisasi dan aplikasi robotik ini disokong oleh tahap automasi dan Artificial Intelligence (AI) yang tinggi akan menyelesaikan pelbagai masalah pembinaan.


  1. Penggunaan mesin dan jentera diukur kepada jenis dan fasa kerja pembinaan seperti berikut:

    1. Penggunaan jentera untuk kerja tanah (earth work)
                                          i.    Jenis kerja = Mengorek, meratakan, mengangkat dan pemadatan tanah
                                        ii.    Peratusan penggunaan mesin  = 100% menggunakan mesin
                                       iii.    Tahap mekanisasi = Tahap 1 (Penggunaan mesin ringkas dan mudah. Tiada sensor, automasi dan aplikasi robotik)
                                       iv.    Jentera yang digunakan = Jengkaut, penggali, pemua roda dan jentolak.


    1. Penggunaan jentera untuk kerja sub-structure
                                          i.    Jenis kerja = Kerja cerucuk dan foundation
                                        ii.    Peratusan penggunaan mesin  = 100% menggunakan mesin
                                       iii.    Tahap mekanisasi = Tahap 1 (Penggunaan mesin ringkas dan mudah. Tiada sensor, automasi dan aplikasi robotik)
                                       iv.    Jentera yang digunakan = CPG Pile Driling Machine Pumping Penghentak cerucuk (pile diving equipment) dan de-watering equipment

    1. Penggunaan jentera untuk kerja struktur utama (superstructure)
                                          i.    Jenis kerja = Kerja pembinaan dan pemasangan struktur bangunan
                                        ii.    Peratusan penggunaan mesin  =  80% menggunakan mesin
                                       iii.    Tahap mekanisasi = Tahap 1 (Penggunaan mesin ringkas dan mudah. Tiada sensor, automasi dan aplikasi robotik)
                                       iv.    Jentera yang digunakan = Kren bergerak dan kren perangkak, vibratory screed leveller, power machine float, boom lift, scissor lift dan hauling equipment hoisting equipment.

    1. Penggunaan jentera untuk kerja kemasan (finishing)
                                          i.    Jenis kerja = Kerja kemasan dan mengecat
                                        ii.    Peratusan penggunaan mesin  =  20% menggunakan mesin
                                       iii.    Tahap mekanisasi = Tahap 1 (Penggunaan mesin ringkas dan mudah. Tiada sensor, automasi dan aplikasi robotik)
                                       iv.    Jentera yang digunakan = Spray paint equipment

    1. Penggunaan jentera untuk kerja pembinaan infrastruktur 
                                          i.    Jenis kerja = Kerja pembinaan infrastruktur seperti jalan dan jambatan
                                        ii.    Pertusan penggunaan mesin  =  100%
                                       iii.    Tahap mekanisasi = Tahap 1 (Penggunaan mesin ringkas dan mudah. Tiada sensor, automasi dan aplikasi robotik)
                                       iv.    Jentera yang digunakan = Kren bergerak dan kren perangkak

  1. Berdasarkan kajian 100% kontraktor menggunakan mesin dan jentera dalam kerja pembinaan dan mesin yang digunakan adalah di Tahap 1, iaitu penggunaan mesin dan peralatan pembinaan yang mudah dan tradisional dalam membantu aktiviti pembinaan yang dijalankan oleh buruh dan untuk memperbaiki proses pembinaan.

  1. Dalam aspek pemilikan jentera, 61% kontraktor gred G7 memiliki peralatan jentera dan mesin persendirian, 35 % kontraktor menyewa peralatan jentera dan mesin dan hanya 4% kontraktor memiliki peralatan jentera dan mesin secara pajakan.

  1. Faktor pendorong bagi kontraktor untuk memiliki mesin dan jentera :

    1. Pelaburan yang menguntungkan untuk jangka masa panjang. Kos buruh dapat dikurangkan melalui pelaburan jangka panjang tersebut.
    2. Penggunaan jentera pada tahap optimum dan mampu memberi pulangan tinggi dengan mendapatkan banyak projek (projek dapat disiapkan dalam masa yang lebih singkat).
    3. Keuntungan atas sewaan  jentera dan mesin kepada syarikat lain.

  1. Faktor penghalang bagi kontraktor memiliki mesin dan jentera:

    1. Harga mesin dan jentera dari pembekal yang tinggi
    2. Kos penyelenggaraan dan alat ganti mesin tinggi
    3. Kadar permit dan cukai tinggi untuk mengimport mesin dari luar negara
    4. Kekurangan operator dan pekerja mahir untuk mengendalikan mesin dan jentera
    5. Tempoh projek yang singkat dan tiada projek yang berterusan

8.    Projek yang mencukupi, besar dan berterusan adalah sangat penting bagi setiap kontraktor G7. Ia memberi impak dan kesan kepada pulangan dalam pelaburan bagi membeli jentera dan mesin. Jika projek tidak berterusan, jentera dan mesin tersebut akan membebankan syarikat.

9.    Kos pemilikan jentera dan mesin adalah tinggi. Antara jenis-jenis kos yang terlibat adalah kos modal, keupayaan penyenggaraan/operasi, jangka hayat dan alat ganti peralatan. Harga yang ditawarkan oleh pembekal selalunya pada harga yang tinggi. Ini disebabkan oleh kebanyakkan jentera dan mesin untuk kerja-kerja pembinaan perlu diimport dari luar.

10. Kerja-kerja pembinaan yang dijalankan jauh daripada lokasi kontraktor utama dan keadaan topografi yang tidak sesuai juga merupakan faktor kontraktor gemar menyewa jentera/mesin. Biasanya, kontraktor utama akan menyewa dari pembekal ataupun melantik kontraktor tempatan yang mempunyai jentera dan mesin untuk menjalankan kerja.

  1. Antara cadangan yang dapat dikenalpasti adalah seperti berikut:
    1. Menyediakan kemudahan kredit atau pembayaran balik pembelian jentera.
    2. Menggalakkan kontraktor untuk menubuhkan konsortium bagi mengumpul dana untuk pembelian mesin dan peralatan yang sesuai.
    3. Memberikan pendedahan dan pengetahuan tentang kepentingan penggunaan jentera dan mesin.
    4. Mengurangkan cukai pembelian peralatan dan jentera.
    5. Menyediakan sistem latihan dan pensijilan yang komprehensif dan mengiktiraf (accreditation program) operator yang mengendalikan mesin dan jentera melalui program akreditasi.
    6. Menjalankan program pembangunan yang memberi fokus terhadap penggunaan mesin yang berteknologi tinggi untuk meningkatkan produktiviti kerja.
